Dubai Municipality, NEA Launch Project Management Experts Programme


Dubai: Dubai Municipality and the New Economy Academy (NEA) have announced the launch of the Project Management Experts Programme, aiming to license 500 Emiratis in the management of residential construction projects.



According to Emirates News Agency, the programme is part of ‘The Emirates: The Startup Capital of the World’ national campaign, initiated by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai. The campaign seeks to position the UAE as a leading hub for entrepreneurship and innovation.



The announcement was made at a press conference in Dubai, attended by Marwan Ahmed Bin Ghalita, Director-General of Dubai Municipality, and Dr. Laila Faridoon, CEO of the New Economy Academy. The campaign is overseen by the Ministry of Economy and Tourism, with collaboration from the UAE Government Media Office, the UAE Council for Entrepreneurship, and over 50 government entities, private organizations, business incubators, accelerators, and academic institutions.



The Project Management Experts Programme will enable participants to manage the lifecycle of housing projects, from planning to execution, equipping them with the skills needed to support homeowners. The programme aims to license 500 Emiratis, offering them practical and technical knowledge for smooth operations and high-quality outcomes.



Graduates will receive a certificate from the New Economy Academy and an accredited license from Dubai Municipality, preparing them to manage projects officially, work with other companies, or launch their own businesses, enhancing their career opportunities.



Marwan Ghalita stated that the programme provides an opportunity for retired Emirati professionals with technical expertise to participate in training courses, assisting future homeowners in managing projects from start to completion. This initiative aims to enhance Emirati talent’s role in infrastructure and community service, strengthening their contributions to the housing sector and driving a sustainable national economy.



Ghalita added that Dubai Municipality is committed to supporting housing projects through innovative solutions that reduce costs, enhance living standards, and improve family stability. These efforts align with the Dubai Social Agenda 33, aiming to create an inclusive living environment with accessible housing services.



Dr. Laila Fareedon emphasized that the programme is an investment in human capital, offering participants the opportunity to create sustainable income streams through an accredited project management license. Participants will learn to manage projects comprehensively, becoming trusted advisors for homeowners and effectively communicating with key stakeholders.



Enrollment for the programme is available at https://newea.ae/en/course/dm-pm-en/. It trains Emiratis to manage housing projects in line with municipal regulations, preparing them to provide impartial technical consultations and reduce disputes between property owners and consultants. The programme runs from 21st to 27th October, comprising five core training tracks covering essential topics like project management ethics, housing regulations, financing, contract fundamentals, and risk management.



Participants will gain skills in dispute resolution and legal procedures, guided by experienced experts in construction and project management, preparing them for roles as certified project managers.
