Riyadh: All member states of the Gulf Cooperation Council (GCC) and the Hashemite Kingdom of Jordan have expressed their unified stance condemning the aggression launched by Iran and its proxies on their territories, as reported by the Saudi Press Agency. This united front is based on the positions adopted by the GCC Ministerial Council, the Council of Foreign Ministers of the League of Arab States, international law, and United Nations Security Council Resolution 2817 (2026).
According to Emirates News Agency, the seven states emphasized that Iran's attacks on their territories, citizens, and civilian infrastructure have continued unabated since February 28, 2026, even after the signing of the Memorandum of Understanding (MoU) between the United States of America and Iran on June 17, 2026. The attacks have notably escalated against Bahrain, Kuwait, and Jordan, targeting energy facilities, water desalination plants, ports, airports, and other civilian objects.
The states assert that these ongoing attacks represent acts of aggression that violate the UN Charter, international law, international humanitarian law, and UN Security Council Resolution 2817 (2026), as well as the commitments made by Iran under the MoU. They pose a threat to international peace and security.
Furthermore, the states affirm their inherent right to self-defence, individually or collectively, in line with Article 51 of the UN Charter, and to undertake all necessary legal measures to protect their sovereignty, territories, citizens, commercial vessels, and critical infrastructure amidst these ongoing attacks.
The states also welcomed the decision by the prime minister of Iraq to ensure all weapons are under exclusive state control by September 30, 2026. They support the measures taken by the Iraqi Government to prevent pro-Iranian factions, militias, and armed groups from continuing their hostile operations against regional countries.
Additionally, the states urged the UN Security Council to issue an urgent resolution demanding an immediate halt to Iranian attacks, recognizing the affected states' right to self-defence, and exercising its authority to consider further actions if these attacks do not cease.
The states commend their armed forces for their readiness and professionalism in defending their sovereignty, security, stability, and civilian safety. They reaffirm their commitment to navigation freedom and safety in the Strait of Hormuz and Bab Al-Mandab and to maintaining regional security and stability. They expressed readiness to collaborate with regional countries and the International Maritime Organisation (IMO) to establish permanent arrangements consistent with international law, the UN Convention on the Law of the Sea, state sovereignty, and good neighbourliness.
