Abu Dhabi:Kuwait's digital banking transformation was initiated in 1979 with the launch of the country's first ATM and use of plastic cards, spearheaded by the Central Bank of Kuwait (CBK).
According to Emirates News Agency, CBK has taken a proactive stance, creating regulatory frameworks to support financial innovation, technology adoption, cybersecurity, data protection, and financial stability. This approach has helped Kuwait align with global advancements and mitigate economic impacts during crises, particularly post-COVID-19.
Kuwait Vision 2035 plays a crucial role in this transformation, aiming to shift the economy from energy-based to knowledge-based, emphasizing information and communications technology. CBK has been instrumental in this shift, implementing policies and launching initiatives like the Regulatory Sandbox to foster financial technology innovation.
Since 2004, CBK has been modernizing Kuwait's payment systems infrastructure, introducing systems like KASSIP and KECC, and launching the Kuwait Automated Clearing System and the Kuwait Dispute Management System to enhance the national payment infrastructure.
CBK has also introduced the Electronic Banking Services System, serving 46 government entities with automated financial transactions. In cross-border payments, local banks joined the AFAQ Gulf payment system to facilitate secure transactions in GCC currencies.
To encourage digital banking, CBK approved services like Wamd for instant payments and allowed Apple Pay and Samsung Pay to enter the market, raising non-cash transactions from 34% in 2010 to 84% by early 2026.
CBK regulates electronic payments, requiring companies to register and obtain approval before offering services. It has approved multiple entities as electronic payment and money service providers. Additionally, a digital banking framework was established, allowing existing banks to create digital units, partnering with digital partners or operating independently under a banking license.
Innovation is further supported by the Wolooj Innovation Hub, fostering advancements in AI, digital transformation, and financial technology. CBK emphasizes flexibility and adaptability in its digital strategy, encouraging banks to develop advanced operational capabilities.
To cultivate national talent, CBK initiated a scholarship program for Kuwaitis pursuing financial technology degrees. Financial inclusion is prioritized, with strategies expanding banking access for low-income groups and domestic workers.
Cybersecurity is a key focus, with the Cyber and Operational Resilience Framework enhancing the sector's defenses. Initiatives like the Fraud Shield Programme aim to combat electronic financial fraud. CBK also developed programs to prepare Kuwaiti professionals in risk and cybersecurity management.
CBK's integrated approach to digital transformation emphasizes consumer trust, protection, innovation, and awareness, ensuring a secure and resilient financial system.
