Ministry of Finance Unveils New Federal Government Procurement Procedures Guide

Dubai: The Ministry of Finance has launched the Federal Government Procurement Procedures Guide, aiming to streamline procurement processes, enhance efficiency, and ensure the implementation of the Government Procurement Law across federal entities. The guide was unveiled during a media briefing in Dubai, where the Ministry also introduced the Delegation of Authority Matrix to clarify responsibilities, improve procedural effectiveness, and ensure compliance.

According to Emirates News Agency, the briefing focused on the implementation of the Government Procurement Law, emphasizing the Ministry's commitment to upholding quality and compliance standards. The initiative aligns with the UAE's "Year of Community" declaration for 2025 and aims to drive innovation in entrepreneurship, artificial intelligence, green procurement, and other national priorities.

Younis Haji AlKhoori, Under-Secretary of the Ministry of Finance, and Mariam Mohammed Hassan Al Amiri, Assistant Under-Secretary of Government Finance Management, attended the event alongside senior ministry officials and local media. The Ministry outlined steps for implementing Federal Law No. 11 of 2023 and its executive regulations, emphasizing transparency and efficiency in government procurement.

The guide, developed in line with global best practices, offers a comprehensive roadmap for procurement processes, enhancing operational efficiency and ensuring compliance with transparency and integrity standards. It introduces automation, cost-effective measures, and a Procurement Centre of Excellence, along with governance frameworks and ethical guidelines for federal employees and suppliers.

AlKhoori emphasized the Ministry's commitment to a transparent and efficient regulatory environment, supporting national projects, SMEs, and sustainability goals. He highlighted the legislative updates aimed at simplifying procedures, reducing costs, and fostering competition based on quality and efficiency.

The guide also includes provisions for managing supplier relationships, mitigating procurement risks, and addressing conflict of interest cases. It introduces new purchasing methods and standardizes contract templates, while also establishing grievance procedures and fostering collaborative partnerships with suppliers.

The Delegation of Authority Matrix update aligns with global practices, enhancing transparency, governance, and operational efficiency. It supports rapid decision-making during emergencies, promoting innovation and financial sustainability within the federal government.

Reaffirming its dedication to a sustainable economy, the Ministry announced updates to procurement laws, focusing on innovation, local business growth, and environmental sustainability. The amendments support national companies, SMEs, and green initiatives, contributing to the UAE's sustainable economic goals.

The executive regulations emphasize green procurement, urging federal entities to prioritize sustainable products and integrate environmental objectives with procurement policies. Innovation is also a key criterion in bid assessments, encouraging suppliers to propose solutions that enhance efficiency and add value.

The Digital Procurement Platform was highlighted for its positive impact, reducing procurement timelines from 60 days to 6 minutes, saving paper, and expanding market access for SMEs. Currently, it offers 34 procurement categories and includes over 300 catalogue-listed suppliers and 5,800 registered suppliers in the federal registry.
