Dubai: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued a Law to establish the Dubai Centre for Judicial Expertise as a public institution affiliated with the Judicial Council in Dubai. The Centre is designed to facilitate and regulate the engagement of domain experts to present their findings before judicial authorities, thereby enhancing the efficiency and alignment of judicial work with international standards.
According to Emirates News Agency, the Centre will support judicial authorities by enlisting qualified experts from both the UAE and abroad, aimed at improving the quality and efficiency of expert reports. This effort is expected to contribute to more accurate rulings and faster case resolutions. Additionally, the Centre plans to develop national expertise in specialized fields, establish unified standards for appointing and evaluating experts, and build partnerships to share knowledge, thus bolstering confidence among litigants in the expert insights provided to judicial bodies.
H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Chairman of the Dubai Judicial Council, highlighted that under Sheikh Mohammed’s guidance, Dubai’s judicial system will continue to evolve by integrating expertise and specialized cadres, reinforcing trust and positioning Dubai as a preferred hub for living, working, and investing.
Dr. Saif Ghanem Al Suwaidi, Director General of Dubai Courts, stated that the new law will standardize procedures and develop mechanisms to engage domain expertise in legal cases. The Centre will attract distinguished experts and deploy advanced systems for electronic integration with judicial authorities. It also aims to train national cadres to meet judicial system requirements effectively.
Dr. Abdullah Saif Al Sabousi, Secretary-General of the Dubai Judicial Council, emphasized that the Centre’s establishment is a key developmental step within Dubai’s technical expertise system, addressing the growing need for expert evaluation in judicial services. The Centre will be governed by a Board of Directors and an executive body, ensuring strategic implementation and oversight during a transitional period.
The Centre will handle expert appointment requests from judicial authorities, assigning tasks to either in-house or registered private sector experts. It may also collaborate with government experts or global institutions when necessary. An integrated legislative framework will govern expert work, ensuring accurate reports and reinforcing litigant confidence.
