UAE Assumes Leadership Role in Global Postal Strategy as Chair of UPU Council

Dubai: The 28th Universal Postal Congress, hosted in Dubai by the UAE, concluded with unanimous adoption of the Universal Postal Union's 2026-2029 Strategy, known as the 'Dubai Strategy'. This framework serves as a global roadmap for the postal industry, reaffirming its role in trade and communication amid transformations in logistics and eCommerce sectors.

According to Emirates News Agency, the 'Dubai Strategy' embodies a collective vision for an integrated, inclusive, and sustainable global society, empowered by a seamless postal system to promote social and economic development. The strategy is the outcome of an extensive consultation process involving over 2,200 participants from 192 member countries, emphasizing a broad consensus and inclusivity.

The UAE has been appointed to oversee the strategy's implementation through the 'Dubai Business Plan', as Chair of the UPU Council of Administration (CA) for the next four years. The Council, comprising 41 member states, ensures effective governance for the global postal sector. Additionally, the UAE secured membership in the UPU's Postal Operations Council (POC) for the 2026-2029 cycle, marking another achievement on the international stage.

Badr Al-Olama, Chairman of 7X, stated that the UAE's election to the UPU Postal Operations Council reinforces its leadership in shaping the future of postal services. Hosting the Congress and leading the 2026-2029 Strategy's implementation demonstrates the UAE's commitment to fostering connectivity and efficiency in the postal sector.

The Congress re-elected UPU Director General Masahiko Metoki and Deputy Director General Marjan Oswald, reflecting member countries' trust in their leadership. Masahiko Metoki expressed appreciation for the UAE's role in hosting the Congress and emphasized the transformation and reaffirmation of the Union's values.

The 'Dubai Strategy' aims to enhance quality standards, expand access to postal services, and strengthen the rules-based postal system. It prioritizes innovation, digital transformation, and cooperation through regional capacity building and stakeholder engagement.

During the Congress's closing session, Tariq Al Wahedi, 28th Congress Chair, highlighted the 'Dubai Business Plan' as a transition in global postal operations. The plan aims to create an efficient, innovative, and sustainable postal network to enable trade and digital integration, contributing to improved quality of life.

The strategy includes KPIs such as increasing regulatory frameworks, boosting postal access points, and enhancing international postal delivery standards. The Congress also witnessed the signing of multiple agreements, reinforcing the UAE's role in driving the future of the global postal industry and contributing to the Union's vision.
