Dubai Civility Committee Holds Inaugural Meeting to Enhance Urban Experience

Dubai: The Dubai Civility Committee held its inaugural meeting, chaired by Mohammad Al Gergawi, Chairman of The Executive Office of His Highness Sheikh Mohammed bin Rashid Al Maktoum and Chairman of the Committee. Attendees included Mattar Al Tayer, Chairman of the Supreme Committee of Urban Planning and Deputy Chairman of the Dubai Civility Committee; Abdulla Al Basti, Secretary General of The Executive Council of Dubai; Omar Al Olama, Director-General of the Office of the Crown Prince of Dubai; Lt. General Abdullah Al Marri, Commander-in-Chief of Dubai Police; Helal Al Marri, Director-General of Dubai’s Department of Economy and Tourism; and Eng. Marwan bin Ghalita, Director-General of Dubai Municipality.

According to Emirates News Agency, the Committee reviewed the Dubai Civility Framework, inspired by the leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum. This framework outlines Dubai’s urban experience, focusing on values, architectural beauty, excellence, and a human-centered approach to development. It aims to establish a city where order, respect, and high standards prevail, and where architectural beauty and urban harmony are evident in daily life.

Mohammad Al Gergawi emphasized that civility is central to Dubai’s identity, driving its excellence and competitiveness. He highlighted that a city’s civilization is measured by its spirit and values, the ethics of its people, cleanliness, and the refinement of residents’ behavior. The Committee plans to translate Dubai’s civility model into an integrated system for development and monitoring, using precise indicators and technology to safeguard and enhance the city’s civility model.

Al Gergawi stated the goal is to make Dubai the best, most refined, and civilized city globally. The Committee discussed engaging global experts to design a research-driven system for studying urban civility worldwide, ensuring Dubai remains innovative. It also approved a work programme to strengthen the city’s visual identity and elevate the public realm.

The meeting focused on promoting positive values and behaviors, enhancing systems that uphold civility, and encouraging active participation in building this model of urban civility. A new set of Civility Indicators has been introduced as a strategic tool to measure and monitor civility across the emirate, capturing the harmony between architectural beauty, public cleanliness, adherence to order, and positive behavior.

The Civility Visual Indicator measures architectural beauty and urban harmony. The Public Cleanliness Indicator ensures streets and public facilities are maintained to the highest standards. The Discipline and Order Indicator evaluates policies and enforcement systems, while the Public Behaviour Indicator gauges community commitment to respectful conduct. The Public Calmness Indicator focuses on minimizing noise and disruptions.

Together, these measures will help safeguard Dubai’s visual identity and reinforce its standing as one of the world’s most beautiful, clean, and civilized cities.
