Mohammed Bin Rashid to Open FNC’s 3rd Ordinary Session on Monday

Abu dhabi: On behalf of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, is set to open the third ordinary session of the 18th legislative chapter of the Federal National Council (FNC) on Monday. The event will see attendance from Crown Princes, Deputy Rulers, senior officials from civil and military sectors, as well as members of the diplomatic corps. Before the session commences, H.H. Sheikh Mohammed will be welcomed by Saqr Ghobash, the Speaker of the FNC.

According to Emirates News Agency, the session is being held under Federal Decree No. (151) of 2025, issued by the President to convene the third ordinary session of the 18th legislative chapter of the FNC, as executed by the Speaker of the Council. This decree will be officially published in the Official Gazette.

The session’s agenda includes electing two new observers and forming standing committees, following Articles (40) and (45/d) of the Internal Regulations of the Council. Observers are elected at the start of each session annually, while standing committees are reconstituted at the beginning of the first and third sessions of every legislative term.

The Council will also review Federal Decree No. (73) of 2025, which formally closes the second ordinary session of the 18th legislative chapter. Additionally, the FNC will revisit previous communications sent to the Government regarding policy matters and receive updates on key topics approved for discussion.

Furthermore, the Council will deliberate on a draft federal law that links the Union’s general budget with the budgets of independent federal entities for 2026. This draft has been referred to the Financial, Economic, and Industrial Affairs Committee.
